SKIMS promotes ‘ineligible’ nurse to coveted post

Srinagar, July 03 The Sher- i- Kashmir Institute of Medical Sciences (SKIMS) Soura, has promoted an “ineligible nurse” while dropping the deserving one, revealed an audit report.
According to the report, Joint Nursing Superintendent Mrs. Haseena Wani has been promoted as Nursing Superintendent for which she was not eligible as she was graded just “satisfactory” in the APR’s of 2009 and 2010.
While recommending promotion to next higher posts, the APR,s of the officers/ officials are to be taken into consideration particularly the grade awarded viz. very good/ outstanding/ excellent,” read an audit report by (SKIMS).
Audit report pointed out that “there is no scope for officer/ official to get promoted to the next higher post having been graded ‘Satisfactory’.
“The false grading (Excellent) for the year 2009 and 2010 had been reported to the Chief Secretary and Chairman of the ‘Governing body’ leading to the irregular promotion of the officer (Mrs. Haseena Wani) which needs justification,” said the audit report.
“Reasons for manipulating her APRs by the Director SKIMS can best be explained by him only. It needs to be investigated as to how poor performance of this female employee was converted into excellent grade by tampering the records,” a SKIMS faculty member said while wishing anonymity.
He alleged that, “in Oct 2012, Vigilance Organization froze the saving bank account of Mrs. Hassina Wani when they found crores of rupees being deposited in her salary account maintained by J&K bank, SKIMS Branch.”
